He was showing how corrupt they were by making it obvious that the judges knew he was not a wizard. The judges just didn't want to look stupid by letting them off the hook.
i think that salem is a town full of falsly accused witches, compulsive liars, child predators, terrible judges, crazy law enforcers,and extremely nice people.
The message that i think Miller was trying to give about the witch trials by his portrayal of Salem in Act 4 is that back then the judges would believe anybody in, that would say so and so is a witch, order to make the people happy.
